Hearty New England Dinner

2 carrots, sliced
1 onion, chopped
1 celery rib, sliced
1 boneless chuck roast (about 3 pounds)
1 tsp salt
1/4 tsp pepper
1 envelope onion soup mix
2 cups water
1 Tbsp vinegar
1 bay leaf
3 Tbsp butter
2 Tbsp all purpose flour
1 Tbsp minced onion

Put carrots, onion, and celery in crock pot.  Place roast on top; sprinkle with 1/2 tsp salt and pepper.  Add soup mix, water, vinegar, and bay leaf.  Cover and cook 7-9 hours.  Remove bay leaf.  Melt butter.  Stir in flour and onion.  Add 1 1/2 cups liquid from cooker.  Stir in salt.  Cook and stir until thick.
