Texas Hash

2 onions, chopped
1 green bell pepper, chopped
1 pound hamburger
2 cans sliced stewed tomatoes with juice
1 tsp chili powder
2 tsp salt
1/8 tsp pepper
1/2 cup uncooked rice

Saute onion and pepper in oil.  Add beef and cook; drain fat.  Stir in tomatoes, chili powder, salt, pepper, and rice.  Pour into a greased 2 quart casserole covered dish.  Bake at 350 for 1 hour.  Remove cover last 15 minutes or until hash has cooked down completely.
