Stuffed Green Pepper Cups

1 pound hamburger
1/3 cup chopped onion
1 can (15 oz) tomato sauce
1/4 cup water
3 Tbsp parmesan cheese
1 tsp salt
1/8 tsp pepper
1/2 cup uncooked instant rice
4 green bell peppers

Brown beef and onion; drain fat.  Put in 1 1/2 qt microwave safe bowl.  Add 1 1/2 cups tomato sauce, water, 1 Tbsp parmesan cheese, salt and pepper.  Cover and microwave 3 minutes.  Stir in rice; cover and let stand 5 minutes.  Remove tops and seeds from bell pepper.  Cut in 1/2 lengthwise.  Stuff with meat mixture.  Place in ungreased microwave safe shallow 3 quart dish or 13x9.  Spoon remaining tomato sauce over and remaining cheese.  Cover and microwave for 10-12 minutes.
