Mexican Lasagna

1 pound hamburger
1 green bell pepper, chopped
2 cups traditional spaghetti sauce
1 1/2 cups picante sauce
1 Tbsp. chili powder
8 flour tortillas
4 cups shredded cheddar cheese

In a skillet, cook hamburger and bell pepper.  Drain fat.  Add spaghetti sauce, 1 cup of picante sauce, and chili powder.  Heat to a boil.  Reduce heat to low and cook 10 minutes.  In a baking dish, spread remaining picante sauce.  Arrange 4 tortillas in the dish.  Top with half the beef mixture and then half the cheese.  Repeat layers.  Bake at 350 for 20 minutes.  Let stand 5 minutes before serving.
